I. INTRODUCTION
This case arises out of a contract dispute between the national airline of the Philippines and a former White House Chief of Staff. Facing turbulence during the Asian Financial Crisis of the 1990s, Philippine Airlines (“PAL”) sought to renegotiate its aircraft lease agreement with World Airways (“WA”).
