Plaintiffs appeal the judgment entered in favor of defendants with regard to plaintiffs’ challenge, under § 2 of the Voting Rights Act and the Equal Protection Clause, to the system currently used to elect the members of the city council of Cincinnati, Ohio. Plaintiffs argue that, contrary to the district court’s findings, “white bloc voting” has been present under the challenged electoral system and that this system was enacted with racially discriminatory intent.
