On February 27, 1945, there was approved by the Governor an emergency bill which was adopted by the 84th General Assembly. This bill and the title thereto are in words and figures as follows:

“AN ACT to amend section 1 and to create and add a new section to be 2a of an act entitled “An Act regulating the abolishment of townships, reestablishing and changing their boundary lines and repealing all laws in conflict herewith, and declaring an emergency,” approved February 13, 1943, and declaring an emergency.
