In 2006, the Maryland Transportation Authority Police Lodge # 34 of the Fraternal Order of Police, Inc. (“FOP”) convinced a receptive member each of the Maryland House of Delegates and of the Senate to introduce legislation in their respective chambers authorizing collective bargaining for the FOP’s members. Subsequently, the FOP and the Maryland Transportation Authority (“MdTA”) discussed the pending *144legislation.
