I. INTRODUCTION
Plaintiff Kevin Crowley was employed as an Engineering Branch Chief with the Food Safety Inspection Service at the United States Department of Agriculture ("USDA") from September 2012 to December 2015. On March 20, 2015, USDA approved Plaintiff's request for an accommodation allowing him to telework twice a week because of his disability. A few weeks later, on April 10, 2015, Plaintiff's supervisors placed Plaintiff on a Performance Improvement Plan ("PIP"). As a result, Plaintiff filed a formal Equal Employment Opportunity complaint…
