Allegheny Ludlum Corp. et al. (collectively, “Allegheny”) appeal from a decision of the United States Court of International Trade dismissing their case and upholding the United States Department of Commerce’s (“Commerce’s”) rescission of the first administrative review of its antidump-ing order against stainless steel plate in coils (“SSPC”) from Taiwan.
