OPINION

Plaintiff brings this action for damages against the United States Capitol Police, the United States, and several officers of the Capitol Police force, for false arrest, false imprisonment, negligence, gross negligence, and violations of his constitutional rights. The case is presently before the Court on defendants’ motion to dismiss or, in the alternative, for summary judgment on the entire action, and plaintiff’s cross-motion for partial summary judgment on the issue of liability.
