This is a termination of parental rights case.

The minor child Angel Johnson was born in February 1979, the second child of Willie Johnson, Jr. and Sylvia Ann Johnson. Following three incidents, after which Angel Johnson received treatment for scalding, a broken bone, and a head injury, the Mecklenburg County Department of Social Services (DSS) filed neglect petitions as to Angel and her older sister in July 1979.
