MITCHELL, Justice.
This appeal arises from an order of the District Court, Mecklenburg County, ordering the parental rights of the respondent appellant terminated on the ground that she had neglected her child and on the separate ground that she had failed to pay a reasonable portion of the cost of care for the child for a continuous period of six months after it had been placed in the custody of the county department of social services.
