The county of Beltrami appeals from an order of the district court on appeal from an order of the county board fixing the salary of its sheriff.

The questions for decision are: (1) Whether a statute (M. S. A. § 387.21) authorizing the court on appeal from the decision of an administrative agency to fix the salary of a sheriff is unconstitutional upon the ground that fixing of a public officer’s salary involves the exercise of legislative power, which is vested exclusively in the legislature and denied to the courts by Minn.
