Memorandum

LEIGHTON, District Judge.

Plaintiffs George and Mabel Hill bring this action pursuant to 42 U.S.C. § 1983 against Cook County, Richard Elrod, Cook County Sheriff, and four Cook County Sheriff’s police officers, alleging that defendants’ actions violated their rights as protected by the First, Fourth, Fifth and Fourteenth Amendments to the United States Constitution. Defendants Cook County, Richard Elrod and Officer Leonard Koziol have presented, pursuant to Fed.R.
