This matter comes before the Court on defendant Lake County’s Motion to Dismiss. The plaintiffs Scott Kime, Mary Anne Kime, and David Paul Treat allege violations of their civil rights under the First, Fourth, Fifth, Eighth and Fourteenth Amendments of the United States Constitution as well as violations of 42 U.S.C. §§ 1981, 1983 and 1985(3). Lake County argues that there is no basis upon which liability can attach to Lake County as a result of any actions by defendant William C.
