The questions propounded in this reservation arise from the following stipulated facts: The plaintiff, hereinafter referred to as RFC, is a corporation created by an act of Congress (47 Stat. 5; 15 U. S. C. § 601) as an instrumentality of the government of the United States with such powers only as are given it by Congress. All of its stock is owned by the United States and it has no entity separate and apart from that of the government of the United States.
