In this, case the plaintiff, National CSS, Inc., seeks a refund of personal property taxes that it paid to the defendant, the city of Stamford, on certain leased computer equipment. The trial court, Meadow, J., sustained the defendant’s denial of the plaintiff’s application for a refund of the overpayment. *588On appeal, the plaintiff contends the trial court erred (1) in concluding that its claim for a refund under General Statutes § 12-60 was time-barred by the one year statute of limitations contained in § 12-57, and (2) in failing to find that it was entitled to a refund under the common law…
