OPINION OF THE COURT ON PETITION FOR EXTRAORDINARY RELIEF IN THE NATURE OF A WRIT OF MANDAMUS
BRIDGMAN, Judge:
A petition for extraordinary relief in the nature of a writ of mandamus has been filed with this Court by former Coast Guard Seaman Apprentice James E. Smithee. The petition indicates that Seaman Apprentice Smithee was tried by special court-martial on 18 and 19 October 1982 and, pursuant to his pleas of guilty, was convicted of three specifications alleging wrongful use of marijuana.
