Respondents Lori Koelln and Mark Koelln filed an action in negligence against Nexus Residential Treatment Facility, Ramsey County, and the State of Minnesota for actions which they allege resulted in defendant Michael Paulson’s sexual assault on Lori Koelln. The trial court granted the state’s motion to dismiss and the county’s motion for summary judgment based on immunity. It denied Nexus’ motion for summary judgment based on immunity.
