MANKIN, Associate Judge:

Appellant seeks reversal of a June 15, 1990, decision of the Board of Veterans’ Appeals (BVA) which denied appellant en*490titlement to non-service-connected pension benefits. On December 12, 1991, the Court denied the Secretary of Veterans Affairs (Secretary) motion for summary affirmance and to stay further proceedings, but accepted the motion in lieu of a brief. The Court has jurisdiction of the case under 38 U.S.C. § 7252(a) (formerly § 4052(a)).
