On October 7, 1992, the Court issued an opinion in this case which reversed and remanded the November 20,1990, Board of *171Veterans’ Appeals (BVA or Board) decision with instructions that the Board adjudicate the issue of obvious error raised by appellant. The Secretary of Veterans Affairs (Secretary) filed a motion for reconsideration of the October 7, 1992, opinion.
