FARLEY, Associate Judge:

Pro se appellant Thomas J. Laposky, Jr., appeals a September 17, 1990, decision of the Board of Veterans’ Appeals (BVA or Board) which denied his claim of entitlement to service connection for post-traumatic stress disorder (PTSD). The Board based this denial on the ground that appellant did not submit new and material evidence sufficient to warrant the reopening of his claim, which had been the subject of two previous and final denials by the BVA.
