MEMORANDUM OPINION

JOHN D. BATES, District Judge.

This matter is before the Court on defendant’s motion to dismiss, plaintiffs opposition thereto, and defendant’s reply. For the reasons discussed below, defendant’s motion will be granted.

I. BACKGROUND

Plaintiff alleges that he sustained an injury in March 1989 while working in Mali as a volunteer with the United States Peace Corps (“Peace Corps”). See Compl. at 3, 23.
