Appellants were convicted in the Northern District of Texas of conspiring to defraud the United States and of three counts of knowingly submitting false statements to an agency of the United. States. 18 U.S.C. §§ 2, 371,1001. Tobbie T. Jones, Sr. and Tobbie T. Jones, Jr. established and operated the Charles Drew Home Health Agency in Dallas, Texas. The Agency was a non-profit corporation formed to provide health care to elderly area residents.
