BERREY, Judge.

Charles Clark, a tenured teacher with the Kansas City, Missouri School District, appeals the termination of his employment. He qualified as a “permanent teacher” under the Teacher Tenure Act because he was employed by the same school district for at least five successive years as specified in § 168.104(4) RSMo 1994.
