ELLIS, Judge.
Officer Kevin Kendrick’s employment with the Kansas City, Missouri Police Department was terminated November 7, 1995, by the Board of Police Commissioners. The Board found that Kendrick used excessive force on a prisoner, was dishonest and untruthful with the Department in connection with the investigation of the incident, failed to complete a use-of-force form, and failed to complete an injury report, in violation of the Kansas City, Missouri Police Department Personnel Policies and Procedural Instructions.
