Appellant was employed as a supervisory electronic engineer by the Department of the Air Force at Fuehu Air Station, Japan. On being advised by the Air Force that he would be removed from his position for various alleged violations of regulations, appellant, a veterans preference eligible, 5 U.S.C. §§ 851, 863, elected to contest his removal under the Air Force grievance procedures.
