Attorney Ellis Olkon appeals a district court 1 order denying his petition for reinstatement to practice before the federal bench and restricting his right to apply for reinstatement in the future. On appeal, Olkon contends, inter alia, that the district court erred in finding that he failed to prove sufficient rehabilitation to practice.
