Defendants, Commissioner and Associate Commissioner of Education of the State of Rhode Island (Commissioner) 1 , appeal from an order of the district court requiring them to pay attorney’s fees to plaintiffs, the Exeter-West Greenwich Regional School District (School District) of Rhode Island and a taxpayer resident of that district.
