Plaintiffs, representatives of a class consisting of patients at a state institution, the Bridgewater, Massachusetts Treatment Center for Sexually Dangerous Persons (the Treatment Center), assail the conditions of their confinement. The defendants are all state officials, including the Secretary of Human Services, the Commissioner and Assistant Commissioner of the Department of Mental Health (DMH), the Commissioner of the Department of Corrections (DOC), and the superintendent of the Bridgewater State Prison.
