Defendant-appellant Awilda Aponte-Roque, Secretary of the Department of Public Instruction (DPI) in Puerto Rico, appeals a judgment entered against her in a section 1983 suit brought by plaintiff-appellee Ipcia M. Kercado-Melendez. Kercado had alleged that she was fired from her position as superintendent of the Dorado School District because of her political affiliation with the Partido Nuevo Progresista (PNP). The United States District Court for the District of Puerto Rico, sitting without a jury, ordered Kercado reinstated to her former position, and awarded her over…
