Plaintiff Sonnie Bates sues Michael Donley, Secretary of the Air Force (“Secretary” or “defendant”), seeking review of the Air Force Board for the Correction of Military Records’ (“AFBCMR” or “Board”) decision not to correct or remove disciplinary records from plaintiffs file. Plaintiff was. an Air Force Major who in 1999 refused an order to take an anthrax vaccine because of concerns about its health effects.
