The plaintiff, Brian Huffman, seeks judicial review under the Administrative Procedure Act (“APA”), 5 U.S.C. §§ 701-706 (2012), of a decision by the United States Coast Guard Board for Correction of Military Records (the “Board”) denying his application to upgrade his reenlistment code and his rank after he was involuntarily discharged from the United States Coast Guard (the “Coast Guard”).
