Appellant Barbara Strange challenges an order dismissing her complaint seeking return of her Jeep Cherokee, which was held for administrative forfeiture after her son was arrested for felony possession of marijuana while in the vehicle. The district court ruled that it had no jurisdiction over the action, apparently concluding that the state had abandoned its forfeiture claim when appellant’s son pleaded guilty to a misdemeanor drug offense and the Federal Drug Enforcement Administration initiated forfeiture proceedings.
