FARRELL, Associate Judge:

This is an appeal by a former employee (Gilmore) of the University of the District of Columbia (UDC) contending that his termination as part of a reduction in force (RIF) was unlawful because his job had been erroneously classified. On administrative appeal to the Office of the President of UDC, and on a subsequent petition for review in the Superior Court, both bodies declined to decide whether the classification was erroneous, concluding that Gilmore had failed to raise the issue at the proper time by an administrative grievance attacking the misclassification…
