WILLIAMS, Circuit Judge.

Appellant John J. Manley was terminated from the Chicago Police Department for violating several of the department’s rules and regulations. After unsuccessfully challenging his termination in the Illinois state court system, Manley filed suit in federal court alleging various due process and equal protection violations under federal law, and a state law claim for intentional infliction of emotional distress.
