WALD, Circuit Judge:
The Federal Energy Regulatory Commission (“Commission”) appeals from a decision of the district court holding that the appropriate interest rate to be applied to refund obligations incurred by Triton Oil and Gas Corporation (“Triton”) under the refund requirements of the Commission’s Opinion No. 598 1 is the 7% interest rate specified in Opinion No. 598 and not the Commission’s general, higher rate of interest established in its regulations, 18 C.F.R. § 154.102(c)(2) (1984), issued subsequent to Opinion No. 598.
