This matter comes before the Court on a motion for summary judgment by the defendant, United Vaccines, Inc. (“UVI”). The defendant’s summary judgment motion raises the question of whether, and to what extent, the claims of the plaintiff, Mary E. Cooper (“Cooper”), are preempted by federal regulations governing animal vaccines. Also before the Court is UVTs motion for sanctions.
