In this workers’ compensation case, the plaintiff-appellant employee, Terry Grammer, sought a waiting-time penalty from the defendants-appellees, the employer, Endicott Clay Products, and its insurer, Columbia Insurance Group. The Nebraska Workers’ Compensation Court denied such penalty; the Nebraska Court of Appeals thereafter reversed the compensation court’s decision. See Grammer v.
