OPINION

BARZILAY, Senior Judge:

This case returns to the court following a remand to the U.S. Department of Commerce (“Commerce”) for further proceedings in accordance with the Federal Circuit’s decision in Changzhou Wujin Fine Chemical Factory Co. v. United States, 701 F.3d 1367 (Fed.Cir.2012) {“Changzhou”). 1 The Federal Circuit instructed Commerce to reconsider its approach in calculating the separate rate assigned to Plaintiff Jiangsu Jianghai Chemical Group, Ltd.
