Consolidated Plaintiff Jianghai Jiangsu Chemical Group, on October 2, 2013. See Changzhou Wujin Fine Chem. Factory Co. v. United States, 37 CIT -, 942 F.Supp.2d 1333 (2013). The court sustained Commerce’s decision to assign an above de minimis separate rate to Jiangsu given the limitations presented by the administrative record.
