STEINBERG, Judge:

The appellant, Catherine A. Ozer, wife of Vietnam veteran Philip Ozer, appeals a September 16, 1997, decision of the Board of Veterans’ Appeals (BVA or Board) that denied entitlement to dependents’ educational assistance (DEA) under chapter 35 of title 38, U.S.Code. Record (R.) at 3. The appellant filed pro se an informal brief, and the Secretary filed a motion for single-judge affirmance.
