This case is before the court upon Plaintiffs’ Motion For Judgment Upon The Agency Record Under USCIT R. 56.2, challenging the decision of the U.S. International Trade Commission (“ITC” or “Commission”) in Certain Stainless Steel Plate From Belgium, Canada, Italy, Korea, South Africa, and Taiwan, Inv.
