Respondents Collierville Board of Mayor and Aldermen and Halle Plantation Homeowners Association of Collierville, Inc., appeal the trial court’s judgment granting the petition for writ of certiorari filed by Appellee Blaylock & Brown Construction Company, Inc., and reinstating the decision of the Memphis and Shelby County Health Department to issue a construction permit allowing Blaylock & Brown to operate an air curtain incinerator at its Frank Road Landfill in the Town of Collierville.
