The Commonwealth of Pennsylvania, Bureau of Workers’ Compensation (Bureau)1 and the United States Steel Corporation (U.S.S.)2 have filed notices of appeal from the order of the Court of Common Pleas of Westmoreland County which reversed an *588administrative denial of death, benefits under The Pennsylvania Occupational Disease Act (Act) .3 These appeals have been consolidated for argument and this opinion will be dispositive of both.
