On the 6th of October, 1875, a contract was made, and its terms reduced to writing, and signed by the parties thereto, whereby Henry Harms, in consideration of certain specified payments agreed to be made to him by the county of Cook, agreed “to furnish the materials and labor, and perform all the excavating, make the roadivay, perform the piling and concrete work, together with the stone and mason work, including the brick work and sewerage,” that might “be required in and about the construction and erection of the foundation of the new court house” then “about to be erected by the county of…
