KERN, Associate Judge:

The Department of Economic Development (Department) denied petitioner a vendor’s license to sell costume jewelry which he had learned to handcraft while imprisoned in the Lorton Reformatory.1 Petitioner, with the approval of prison authorities, had sold his handiwork to customers on the “outside”.
