EDGERTON, Associate Justice.

Appellants were convicted of selling copies of Consolation and Watch Tower, magazines published by Jehovah’s Witnesses, on the streets of the District of Columbia without paying a license “tax” or fee and in other respects complying with the license law. Each appellant was sentenced to a fine of $5, or one day in jail.
