SWEENEY, Judge.

Before the court is Plaintiffs Motion to Alter or Amend Judgment (“motion to amend”), filed pursuant to Rule 59(e) of the Rules of the United States Court of Federal Claims (“RCFC”). In its motion to amend, plaintiff Strategic Housing Finance Corporation of Travis County, an issuer of tax-exempt bonds, requests, among other things, that the court amend its February 27, 2009 decision dismissing plaintiffs amended complaint for lack of subject matter jurisdiction pursuant to RCFC 12(b)(1), see Strategic Hous.
