On January 23, 1987, Olga Boieru, charging party-appellant, filed notice of appeal with the Cuyahoga County Common Pleas Court in case No. 123147 pursuant to R.C. 4117.13(D) from an adverse decision of the State Employment Relations Board (“SERB”) denying her motion for reconsideration.
