The Driver and Motor Vehicle Services Division1 (DMV) appeals from a trial court judgment that set aside DMV’s order suspending petitioner’s driving privileges. It assigns error to the trial court’s determination that there was not substantial evidence to support the administrative law judge’s (ALJ’s) findings that (1) petitioner pulled her vehicle to the side of the highway of her own volition and (2) police officers observed numerous signs of intoxication before they detained her.
