Plaintiff George K. Young, Jr. sues pursuant to 42 U.S.C. §§ 1983, 1985 and 1986 because his application for a license to carry a weapon was denied under the provisions of Hawaii Revised Statutes (“HRS”) § 134-6. Plaintiff challenges the constitutional validity of HRS §§ 134-6 and 134-9, asserting these statutes violate his rights guaranteed by Article I of the United States Constitution, and by the Second, Fifth, Ninth, and Fourteenth Amendments.
