This Freedom of Information Act (“FOIA”), 5 U.S.C. § 552 et seq., case is before the Court on a motion for partial reconsideration. On September 30, 2013, the Court issued a Memorandum Opinion and Order addressing the parties’ cross-motions for summary judgment. Doc. Nos. 22 and 23.
